In a nutshell: Plenty of times I've heard some midi style and thought "if only I could make this 3/4 track match my 12/8 RT" in some quick & easy way*. Timebase control would do just that.
Just because you can, doesn't mean you should!

I, as many others, have been wishing for time signatures other than 2/4, 3/4, or 4/4 for a long time!
When you are at the checkout line and they ask if you found everything say "Why, are you hiding stuff?"

+1. I find I'd like to reduce the density of some MIDI track comping patterns, and seems like time base would be a good way to do that - changing to half-time for example.
