If it were me:
1) Update to Win10 ON NEW DRIVE - get it all done - all updates.
2) copy 100% of the \BB and \RB directories from old SSD to new
3) THEN install 2019 on top of whatever version you have now I concur. That's the best way to do. Once you get pass the initial "cultural shock" due to the new, different UI paradigm, you'll simply LOVE the performance boost you'll get on all 64bit apps Win 10 provides just by being the superior OS.
