This is a good question, and often asked.

My understanding is that you are allowed up to three licensed installations on your own computers. This allows you to install on a main system, and e.g. a laptop that you can use independently. That is what I do and PG Music allows this.

I don't think it is licensed to a 'mobile hard drive' per se, but to a second computer system (i.e. a laptop).
