In BiaB you can choose a synth plugin for a track. Add and assign it by choosing the last item in the plugin drop down ("add VSTi plugin", "i" means "instrument") or add it by clicking on the "add vst" button below the list of plugins.
You have to add each plugin individually. That's unlike other programs where you configure a list of plugin folder to scan for.

PS: AFAIK DX is dead as format for new plugins. BiaB and other hosts still support it.
