What John mentions is now harder to find, but it's in the Melody menu, Edit Melody, Form, and then two Transform options for 3/4 to 4/4 or vice versa. When I say harder to find, I mean that "strauss" does not appear in the Help, Index. Nor does "time signature" or "waltz".
Fiddler, VideoTrack mentioned the style and there's more, which you appear to know but just checking: if you need to mix 4/4 and 3/4 time signatures in a song, it must start with 3/4 (and then, yes, you get the count-in of 4/4).
