Well, PT should be able to do this as long as you have an appropriate CODEC installed. I think RHARV has more detailed information about that. There was a recent thread on installing the LAME CODEC into Windows.

Or you can just download LAME and convert directly from the command line (if you feel comfortable doing this). If you google "Rip WAV to MP3", you'll find a bunch of free ones. A number of CD burner software, such as Nero, it will do it also. You can also do it from within Audacity (free), but will still need the LAME CODEC.
