Normalize is also a preset in the above mentioned Gain Change effect.
Yet another way; open the track and put PGPeakLimit on it as an effect (FX).
This lets you visually see your change in the track output.

I think the direct input tracks are low intentionally as they assume you want to add your own effects (and thus raise the volumes).
