I think you're on the right path to use the Audio Chord Wizard with your particular song. Since you know the correct bpm for the melody, it's easy to set the Master Audio bpm and the bar lines will line up fairly close. Using the ACW, you do lose the option to 'set bar 1' but it's not necessary.

Like you, I do find it useful to have the bars close to the proper bpm once I've opened the audio in the ACW. Here's how get it to work for me. I have BIAB 2020 for Windows.

. From a NEW project, I open the Audio Editor Window
. I use the Open Command to Open the audio file I want to work with.
. I set the proper tempo using the top menu - Audio\Set Audio Master (Base) Tempo...
. I set my Cursor at the point I want to be designated as Bar One of the Song.
. I check the Snap Button in the Audio Editor to set the snap setting to On.
. Check the Audio Chord Wizard to activate the ACW
. Bar One and the first bar of the song should be the same and your cursor should be exactly on bar 1 - Press L on your keyboard
. Uncheck the Snap button
. Start Play from before the start of your song observing if the song playing at the known tempo of your imported audio is lining up with the audio editor bar lines
. Restart the song and count the beats - at beat 2 press L on the keyboard and stop playback.
. Check the Auto Marking Button and you should see the bars and observe how closely they follow the Audio Editor bar lines.
. Start Playback and fine tune the bar lines for 8-10 bars and stop playback.
. Select Equalize Tempo button and set the tempo to the know tempo of the imported audio file. In your case, 130bpm
. Analyze the Chords by selecting the Analyze button.
. Set Audio Chord Wizard to None
. Close the Audio Editor
. From the Top Menu Audio\Set Audio Master (Base) Tempo... Confirm the tempo is correct
. From the Top Menu - Audio\Audio Chord Wizard Utilities...\Erase Tempo Map

At this point, the imported audio file and the BIAB chord chart should be in sync and ready for further editing.
