Create click track first thing by hitting F2 key on a blank track to open event list, insert a note on channel 10 value D#3 velocity 100 at 1-1-0.
Do same thing at 1-2-0 1-3-0 1-4-0
Copy paste that bar for as many repetitions as you want. Click track done.

Or use options metronome and turn on the metronome for recording or playback.

The 'align to click' is to align midi to an audio track that wavers in tempo.(opposite of what you want) For this you play along and create a click that matches the audio, then PT tries to adjust to match. Precursor to the ACW which now tries to do it automatically.
