If I'm understanding your question correctly, what you'd like to do is something like...

1. Set original tempo (say, 120 bpm) — this setting is the Tempo setting to the right of the Key Signature Setting.

2. Set slow down bars to a set value that remains constant: e.g. 80 bpm.

3. Return to original tempo. (e.g. 120 bpm)

Now later on, you might like to change the original tempo but keep the slow down bars at their fixed tempos.

The problem with percentage is that if the original tempo is changed, then the fixed tempos will also change by the same percentage.

As far as I'm aware, there is no setting for "Set this bar to original tempo". This would make a really good item in the "Wishlist Forum".
