I think this can be done with a combination of a Rest and a Push.
I'm note sure about getting the three quick chords or bass notes though, this would depend on the Style chosen. You could do it yourself with MIDI though.
Rest the first 2 beats of the bar by entering the chord followed by a single period character e.g D.
Then in the second 2 beats, push the 4th beat like this: Enter D.,^D ie: D period comma caret D
This will push the 4th beat an eighth note early.
