support page lists RB3b as Jan 5th but the patch is not available through the download link - all that shows is v3 Dec 21 and no mention in the forum of the download as yet
It is a very minor change based on the support page notes. As follows: Summary of Changes for 2021 Build 3b (Jan 5, 2021) Added: RealBand.exe (2020 version) can now be launched from the RealBand folder if you need to run the 32-bit version of RealBand.

when i click the rev 3b link on the support page all i get is version 3 Dec 21st and andrew hasn't posted a link in the forum
If you choose to download once you click the link on the support page, click the version 3 Dec 21st link, or scroll down to it and click the download arrow you will see the file is 3b. Unless you are running 32 bit version I don't think you need it and can just wait until another major update release.

Updates like this "3B" or "3C" generally mean that there's no change to any of the code in the executable, but there's a change to a supporting file - in the case of 3B it includes the files to run the 2020 32-bit Realband, and in 3C it includes updates for the PG DX Plugins. The same numbering scheme is used for Band-in-a-Box as well.
If it records nothing, are you trying to record Audio on a MIDI track, or the opposite? Maybe check your settings in Options-Prefs-Audio (screenshot below) It can add extra tracks, but may solve problem initially .. though I doubt this explains the crash issue you are having in your other RB forum thread
