OK, tested on a new project. After editing (ie. highlighting and sliding audio) there is an audio event for each detached snippet of audio in the track. The track in the video probably had 60 or more audio events because it had been substantially edited.

As a test, I made just a few edits to a test track and it consolidated as expected. So maybe it becomes problematic when the number of events exceeds some threshold?
