Tony, it is a utility to reorganize the file structure within /BB. This was made in BIAB 2018 when the whole BIAB file organization was redone, primarily to create more folders and move files out of one massive folder. The utility is 'cleanup' in the sense of 'reorganize', not delete.
There are a lot of messages that look like errors, but I'm guessing they are not actually showing errors; they are just information that nothing is found to move.
It does no harm to run it more than once.
By coincidence, I was just discussing this today with Andrew of PG Music.

ps The Cleanup routine was automatically invoked as part of the installation of BIAB 2018. Since then, there should not normally be a reason to run it, but they left it there just in case. For example, people who skipped upgrading to 2018 but did so in a later year - for them it might be needed, not sure.
