Try this:
1-right click on the start icon on the taskbar then click on devise manager
2-click on universal bus drivers
3-click on a USB hub
4-hub properties
5-power management
6-make sure that allow this computer to turn off this device to save power is not checked. If it is uncheck it as that probably is your problem

You must go through #3 through #6 for each USB hub you have connected to your computer. Also after every Win 10 update check and make sure that the update didn't reset #6. It has in the past.
