Because they don't do the same thing.

BIAB is primarily a program that generates band accompaniment based on your chord progression and a selected style, much like you can do with an arranger keyboard (except that BIAB does look ahead and adjust to the chord progression accordingly), plus many other features related to those arrangements. BIAB is limited in the number of tracks, effects, and sound sources you can use.

RB is primarily a 48-track audio/MIDI sequencer that has its roots in PowerTracks Professional. What RB gives you, though, are some of the key features available in BIAB, but at a more granular level (as you would expect in a sequencer program).

But, they aren't the same thing by any means.
