The .HLP files associated with these plugins are from Windows "long ago" days. Microsoft used to have a reader or patch available to support these files but I'm not sure that they still do. (This is testing my memory and I'm not 100% sure about that).
The files are found in...
C:\Program Files\PowerTracks DirectX Plugins
I use a program called "HelpNDoc" to open the HLP files. I then copy the text and graphics to LibreOffice and save the document as pdf. HelpNDoc is free for personal use.
