This place is between Melbourne and Vero Beach Florida East Coast.
The unfortunate part is that I was a Building Inspector there in that County during the hurricanes of 2004 & 2005. I'm from Maine and seeing this sort of destruction really unnerved me. I also saw first hand the extreme heart ache of the people that lived in these types of places. People that weren't young nor rich. I'm continually drawn to go back but this vision bothers me. My wife and I have no children or family and are concerned as to what WE would do if it happened to us. Also because of all this Florida's economy is much more fragile and the cost of living is much higher.

So we're looking for an alternative to going to Florida and thought with the diversity here I may get some leads.

your preference for being near the intercoastal waterway automatically puts you directly in hurricane alley, which appears to be what you want to avoid. But if any ol' water will do, there are plenty of lakes in the Southeast with communities like you describe. In fact there may be some in Western Carolina near where you already live. I'm not sure how long you've been in NC, but you may have already noticed that apart from the coastal region, we don't seem to get most of the natural disasters here.
