If you want to generate full bars, maybe use the Bars window to select them (?) I've not tested Snap to Grid recently, as I often use Bars when I need that.
Edit: Just tried snap to grid here, seems to work as expected. Goes from X-1-0 to X-4-3839 when set to highest resolution. I know that doesn't solve your issue, but may help solve it.
