Are you using the latest version? I do not seem to have tis issue (see below) t he silence exported/imported as expected.
Maybe try Consolidate Audio feature before hand so the track is one contiguous piece and not a whole bunch of slices. Bottom two images show how to find number of events and consolidate. Number of events shows by hovering on track icon.
