And I suspect in turn, that is constrained by backwards compatibility with earlier versions of BiaB. I criticise a number of things, but PGM do work very hard, perhaps too hard, trying to keep functional compatibility of SGU/MGU files across many BIAB versions.

There might be an argument for sacrificing that direct compatibility and providing a separate conversion tool to convert pre-to-post and post-to-pre, with a limit there of 256. It isn't hard to reach 256.
