If you're working with commercial midi files or even decent freebies downloaded from the web, you may not want to delete those volume messages because they are what creates good dynamics for that part. Someone may have spent a lot of time creating that track. Listen to it first by turning up your amp if you have to and check that out. If you realize deleting those CC's is a bad idea then render the part to audio and use PG's Gain Change to raise the level in the mix.
