If I read you correctly yes you can do that. With MIDI you can move the notes in the piano roll view. With Realtracks you can nudge the chord; if you only wanted to move one chord and not the entire track you would have to split the Realtrack. Note that I do both of the above in my DAW. You can edit the MIDI track as explained above in BiaB. I do not know how to split and nudge a Realtrack in BiaB so others will have to help you there.
