I live in the great nanny state of California and that exact wording is in every repair shop you walk into be it an automotive repair place, furniture, electronics, anything. It's a complete joke. Since the population of California is larger than the whole country of Canada, the entire US mostly follows what the left wing nut jobs in our state legislature decide to come up with. This goes for environmental laws, mileage standards, offshore oil drilling bans, all that kind of stuff. The California EPA I swear is bigger than the federal one and the feds mostly follow what we do. We're the ones that initiated this idiotic notion of labeling carbon dioxide as a greenhouse gas.
