To add to other's suggestions You have to click the Reply button first .. the 'Quick Reply' option does not reveal the File Manager option. Plus on some systems you may need to simply scroll down a bit to see it.  In a new 'Topic' post it should be there, but again, may need to scroll down a bit to see it depending on your setup
