To be fair, this is all pretty much a problem with our own governments and not the US companies. Here in the UK and the EU, VAT has become a complete mess. I'm VAT registered and often I don't even bother to claim because it isn't worth the hoops you have to jump through with imports.

The one stop shop is just a system in place so that companies outside of the EU can deal with all EU states in one place (it's also used from inside the EU). Whether they decide to use it or not should be irrelevant. PGmusic still has to pass on the VAT they collect to the appropriate country. It is those countries that are at fault because they have desperately put together an ill thought out system that was broken from the start. Only the huge companies can really afford to deal with the nightmare and costs involved - for small businesses it just isn't always worth it.

I have no idea how PG deal with EU and UK VAT but my guess is they charge it and then pass it on to the appropriate country as they should. From this point it is out of their hands - it's our own countries that aren't keeping proper track and making it so difficult to claim back.
