It's nice to have access to the "full package" if needed, say like after a HDD crash where you lose everything.

Having said that, using the BIAB download manager, only what you currently do NOT have will be added to your installation.

Not sure why it seems to bother you that EVERYTHING is available for download. You do not have to re-download what you already have when upgrading.
