There is an option to Normalize all tracks that you can try. Opt|Preferences|Arrange. You'll see a Normalize Midi Velocites checkbox - you'll also need to check the Including Melody, Soloist checkbox under that. If you don't want all tracks normalized, you can do the above procedure on a backup of your song, export the desired Midi track, and import that track into the original song.
