Section Letters in BiaB are not too difficult. Once you get the feel, you'll be able to punch them in anywhere, very fast and with acceptable accuracy. In the Editable Nortation mode, your cursor marks the lower left corner of the imaginary rectangle where the number will appear. (Well...sorta. They do seem to have a little will of their own sometimes.) But it's quite easy to put them between chords, not impossible to set them at chord height, and inevitable to get them into the right measure.

Editing them, once they're placed, is a lame 1983-era mess of abstraction and indirection -- and yes, they do sometimes disappear spontaneously when moved. It's best just to erase an incorrect one and do it again from the beginning.

If a "lost" one is not showing up anywhere, forget about it and put in a proper one. Occasionally I have found a "missing" letter got shoved out into measure 2016 or somewhere bizarre, by a typo. If you get that, you may find it in the Lyrics Event List, and kill it.
