Can bar settings only control the beginning of each bar?

How do I want bar settings to control the rear D (red circle position)?

Not exactly, but there are workarounds.

Change the one 4-beat bar into two 2-beat bars. Then apply the Bar Settings to control the second of the 2-beat bars.

Tip, then change the following bar back to 4 beats to continue as required.

Select the bar and press the function key <F5> (bar settings), then set the beats to 2 beats per bar, like this (remember to set the bars bar to 4 beats later in the song):

Yes. Bar settings affect the whole bar and start at the beginning.

I assume you mean the Change Volume Settings column that does the following:

....... nothing
Mute
Back to normal
Change by
Fade (per bar)
Louder (per bar)

If that's correct, then open the Audio Editor and all of these actions can be done there using the new Volume Automation Feature.

I've attached a screen shot of automation doing the following actions from left to right across the screen:

Increase volume; decrease volume; mute volume; faded out; fade in; return to normal.

You can zoom in and easily edit any region. Note that I edited all of the above actions across 2 beats of a bar like you requested to do in your post.

Yes, there is an issue some are having with muting instruments from the Bar Settings Window.
So far, I have not had any problems with using Volume Automation in the Audio Editor so I suggest you try adjusting your workflow to do these tasks in the Audio Editor rather than from Bar Settings Window. You have much more control and finer resolution using Volume Automation.

SBM, highlight the track your working on, under the views tab click audio edit, and as Charlie said automation icon.

This is a new feature of 2022, isn't it?
I found that the biggest advantage is that it is easy to edit each track.
But it's complicated. You need to draw lines. If you have several options, such as mute and restore

VideoTrack answered the original question. Charlie took it to another level with a creative alternate solution. It's great that BIAB has this feature now.

I'll just mention for anyone who isn't familiar with this idea of volume automation, I think most of us would do this in a DAW.

Most DAWs will allow you to draw automation curves with a mouse, or (even better) connect a MIDI Control Surface (like a Presonus Faderport or a Mackie Control Unit) and do the automation by moving faders and recording those moves. But if you want to stay in BIAB, something I value greatly as a composer, then it's terrific you can do this kind of editing manually in BIAB.

While volume automation is a new feature of the Audio Editor in 2022, the Audio Editor has always been a alternative to Bar Settings in previous versions. Previously though it required converting tracks to audio and then moving that edited audio track on any Legacy Track as a Performance Track.
Since Volume Automation wasn't an option in prior versions, selections were highlighted and from the Edit Drop Down Menu, Silence or Amplify was used on highlighted regions of audio.

However, I found a problem with using volume automation in BIAB.
As long as volume automation is used, this track cannot be regenerated into a new style. Pay attention to the change of the icon.
In addition, mute is set in bar settings, and we can recover.
However, when using Edit > > silence in volume automation, it cannot be restored.
I think it should be like this. Select a paragraph and click Edit to automatically form a volume automatic mute graphic. If necessary, you can change it back by yourself.
Including those fades in and fades out, we can click them and draw them automatically. We can adjust them ourselves.
Finally, in volume automation, there should be a separate play bar, play, pause, stop, cycle
I like the drop-down menu of volume self animation, which can easily enter each track.
