Using Task Manager to close FP32,exe will often unlock the hangup.
If I do get it to lock up somehow that background program is sometimes what is hung.
Its an app PGMusic programs use for handling windows files (I think) it seems to become active when opening or converting files.
Just something I noticed a while back in beta testing (when lockups are a little more common).

Another thing to try for OP is to open a different file, go to the VSTi/FX area and click Options, then use the 'exclude' list to exclude the plugin from being available to PT (or RB etc)
