Wendy, Your description is not quite clear, because in your case the F/E is not in the third bar, but in the fourth. If the slash bass E is supposed to be on the third beat of the third bar, this works quite well here: C| Am| F.. F/E.bd| G7| That is, on beat one of the third measure you put a "shot" (or a "hold" or leave it normal) and on beat three you put a rest for all instruments except bass and drums. Does that work for you?
