Yes and No.

Some may depend on what version of BiaB you are using. Later versions allow you to successfully insert bars at the start of a song. In earlier versions somethings this had issues, especially with bars that contained different time signatures.

For the yes part, just press function key <F5> at the desired bar to mute / un-mute any track. In later versions, you can also use the Audio Edit Window to mute / un-mute the music at any track.
