I have recorded on 8 of the utility tracks, but now have erased the data on utility tracks 1-4. I'd like to move the other tracks that still have data up so they appear higher on the list, consequently moving utility tracks 1-4 down below them. Can tracks be moved on the track list in BIAB? I tried dragging them up and down but no luck. and the right click menu does not seem to offer any options for this.

Yes, but instead of moving the empty tracks down, consider moving the used tracks up. Try this method:
Edit > Copy Special > Copy/Move Tracks
Set the Source as Utility #5 Set the Destination as Utility #1 Select 'Move' as the required action.
Rinse and repeat for the remaining tracks.
