Of course, I figure it out the moment I decide to post for help.

For the record, it's done with the "Staves per page" dialog box.



I am sure there are other tricks, beside the % to save space and make the page less confusing.
This will do for now though. Editing 2 bars at a time was annoying. This is much better.
