Is it possible to make a midi user track or would the midi have to be converted to audio first.

Technically, since a UserTrack is an audio file, the midi would have to be converted to audio first. However, UserTracks mimic RealTracks which mimic many of the characteristics of a midi patch. So, characteristically, there should not be much benefit to all the work needed to make a midi into a UserTrack unless there's specific purpose for a particular midi patch. How good a midi based UserTrack will both function and sound will depend a lot on the specific midi patch instrument. There were quite a few UserTracks made from midi after UserTracks were first released and to create one requires replacing a actual instrument with a midi version and go through the UserTrack template using the midi instrument and saving the audio result as a UserTrack in the UserTrack folder.
For a specific purpose audio file, PG Music developers created the Artist Performance File which is how BIAB handles specific purpose audio files within a project. Other midi options are to create custom styles from existing styles or midi files.
7. Artist Performance Files.
These are audio files, that you put on a track, that can also have the MIDI transcription of it. People hear the audio, and see the MIDI in notation/guitar tab etc. For example, if you are a great bluegrass fiddle player, you could put your songs in this format. People can listen to your real playing, see the notes on screen, slow them down etc. - all inside Band-in-a-Box where they can do other things like solo/mute other tracks, mix them etc.
