best bet is to post settings pics so us users and pg support can see whats going on .
we dont even know your brand of sound interface.

pics needed.

1. bb driver settings.
2. if your sound device has a user control panel..
a pic of settings.
3. pics of your windows recording and playback dialogues
includeing (IMPORTANT) >> advanced tab which shows bit depth//sampling rate.

with above detailed info it makes things easier to debug.

i would also advise, if never done, reading up on 'optimising a music production pc' << can google and/or
you tube and/or here on the pg forums are links to articles.

ps also would help IF by the reaper X with reaps open
you posted the info. its another clue.
