Hi Burt,
I don't use RB however I have had identical experiences with my DAW and some VSTis. The best way to eliminate this problem is to insert a volume control, CC7, at the start of your MIDI file. That will always set your track/synth volume exactly where you want it on each and every reload/reboot.
