1. I have 9 tracks in the song 2. There are 9 spots in the Bar settings 3. I want to modify vocals at bars but vocal is not showing in bar settings because the 9th spot is ALL.
This must drive new folks mad. You would have to read the manual to have any idea how to fix this. Or you just have to be around here for a long time.
There are actually 8 Legacy tracks which can be controlled via Bar Settings (F5). The fact that the names of the tracks don't always agree between the bar settings window and the mixer window is makes it even more confusing.
Then you have the 16 Utility tracks. None of these appear in Bar Settings. You have to control these via the audio edit window.
So you either have to move you "vocal track" to one of the 8 legacy tracks to use F5 or you need to use audio edit.
I assume your vocal track has an audio file you recorded on it - meaning it is not a Real Track. If that is the case there is little reason to move it to one of the 8 legacy tracks since the only thing you can do to it is mute or unmute using bar settings (F5). If you do want to mute and unmute at different places in the vocal audio track, best you use the Audio Editor.
Then you have the 16 Utility tracks. None of these appear in Bar Settings.
So, how about the hold & rest?
In the Chord Setting window, you can specify a hold/rest chord and exclude a few instruments.
For example, "Am...bd" means you hold the Am chord for all instruments but continue playing bass and drum. What if you also want to continue playing a Utility track?
Is there a workaround to exclude a utility track on a held chord?

Details, details. Last I recall Utility tracks are not covered by Bar or Chord Settings. You would need to use Audio Editor in both cases. I think this totally excludes Midi on the Utility track which would require the Piano Roll editor.
I can tell you we have been told this was going to change prior to 2024.
Just FYI, Utility tracks were added a few years ago and were rather different from legacy tracks. A couple of years ago PGM announced "All Tracks Are Equal", which is still not wholly true, as you and many others have learned. I believe it's a work in progress and that eventually they probably really will all be equal. Until then me have to ... um, be patient.
I'm fairly firmly of the opinion that this piecemeal update path is a factor of PGM's permanent drive to release features every year for Christmas, rather than fully developing a feature and then releasing it.

It would have been a whole lot easier and much less confusing if they had not previously made the statement "All Tracks Are Equal" before that was factual.
The statement should have identified that the Audio Tracks worked separately and some matching functions needed to be used differently to achieve the same result, and that not everything that the Legacy Tracks could deliver was available in the Audio Tracks functionality.
That "All Tracks Are Equal" statement has been the source of continuing confusion for many users. Yes, I'm one of them also, and I help where I can.

Having to edit 16 Utility tracks individually is a tedious when trying to emulate rests, etc. Considering it can all be done in one place with bar settings on the legacy tracks. All tracks are far from equal.

It continues to astound me that they have failed to retract this false statement!
