My general knowledge from what I've read over the years agrees with this. Fast forward a month or so ago when I was speccing out this machine. I had a Dell sales girl on the phone and I asked her if overclocking would be prevented. She said as a standard practice overclocking is disabled and should be disabled on my machine.

Overclocking and this setting I referenced are not the same thing. Overclocking would be if you cause your CPUs to run higher than 100%. Setting them to 100% just keeps them running steady.
