Isn't the Chord Track feature designed to add a 'chord', not a single note? Yes exactly that. It's intended specifically to send chords to a VSTi so that the VSTi can interpret those chords itself, e.g. by arpeggiation. So specifically not just one note at a time.
Jazz relative beginner, starting at a much older age than was helpful.
