Song was originally recorded at a faster tempo. Slowed tempo about 10bpm and re-recorded the vocal. It is almost like the vocal track is trying to sync to the old tempo, if this makes sense? Is the track really playing at a different tempo, and not just offset? Right-click on the track (your audio track) in the Mixer window and go to Track Settings | Set Base Tempo. This should normally be set to 0 or the same tempo as your song.
