What does the Audio window in the same area look like?

Using MME or ASIO?
It shouldn't matter really for step entered MIDI (more for real time playing).
But may be worth looking at.

The only other thing I can think of is to right click the track and check the Port.
It is possible to force a track to another Port in RB (if I remember correctly). And that track's Port *may not be using the VST/DXi synth shown in your image.
