So recently I changed the VST plugin to Aria Multi Channel, and for some reason the bass instrument plays one octave lower than it should and sometimes itll go out of range. I specifically want to move the bass one octave up without it effecting everything else.
Try this: Click on the Bass Track, select the "Track Settings and Actions Dialog" <F7> Check the Editable Audio checkbox Enter the desired transpose value.

I suspect the OP needs to adjust the Bass-Midi not a RT Audio Bass. If that is the case, then the same menu shown above will work, but you need to click on "Edit Midi" to raise the Bass an octave. Let us know which it is? We tend to keep score on who guess correct.
Update: Sorry, if this is a VSTi instrument then I guess you are using MIDI. That requires a different approach.

If this is a persistent issue, e.g., you play to use that bass VSTi most or all of the time, then you can set this offset in the Preferences->Channels dialog. Bass is shifted down an octave by convention, which suits the player and most VSTis, but not every VSTi. Changing this affects the bass track.

Thanks Gordon for this advice, yes, this is another way to 'more permanently' resolve if the user intends to use the same VSTi fairly consistently. Good suggestion.
