When you install the BIAB VST you have many options for drivers to install. Generally I only use the VST3 option which historically has worked fine with Reaper.

Now your Cubase will be different, but I suspect will permit you to select exactly which VST driver you use if you have multiple drivers installed. So first be sure to install the VST2 option, then select this in Cubase.

If you need more info we may need to have a Cubase guy step in.

Also be sure you have the most up to date version of the BIAB-VST. That should be Build 1104 of BIAB. https://www.pgmusic.com/support_windowsupdates.htm
