I can duplicate the problem with splitting MIDI drums.
To run an .exe with administrative privileges, you can right-click on the .exe and select Run as Administrator. Or, you can Right-click on the .exe or a shortcut to it | Properties | Compatibility, and check Run this program as administrator.
You would not normally need to do this, but that is how you do it.
