No, it should work on a Windows 7 32bit system. There are both 32 bit and 64bit versions of the plugin. The 32bit VST2 is sforzando VST_x86.dll.
Try manually installing it from the bb\Data\Installers folder, and you will be able to see the details of where it is being installed etc. The install location varies but is often C:\Program Files\VstPlugins. Make sure to add this plugin in Band-in-a-Box if it didn't get added automatically.

You also need to install the sound bank separately. This is the "hiq_instruments_sforzando.exe" installer at minimum, which is a separate download/install. If you have the Band-in-a-Box hard drive you can find it in the \PGMusic\Installers folder. The default install location is C:\Program Files\PG Music Inc\Band-in-a-Box Sounds.
