I think possibly the problem is that all the bars had been entered as 4/4 first, then bar 23 was changed to 2/4 which effectively shifted the 3rd beat from bar 23 into bar 24, which is not what you probably wanted.
Possibly one way to achieve this would be to set the number of beats to 2/4 on bar 23, enter the chord for the first 2 beats of the 6/4 bar, and then set 4/4 on bar 24 and then enter the chords for the last 4 beats of the 6/4 bar.
