If you want to edit MIDI files, I highly recommend using RealBand for this task. You'll be able to adjust each track individually that way. Band-in-a-Box is great for generating music from scratch, but it's not the best choice for editing pre-made MIDI files, you'll want a sequencer for that job. Try RealBand, you'll be glad you did...

You're right, you do need to have a chord on bar one. If there wasn't one, Band-in-a-Box won't know what to play... If you really want silence on bar 1 for some reason, you could always use Bar Settings to mute any tracks on bar 1, and use Bar Settings again on a later bar to unmute them...
