As far as I can tell, making such files read-only would be difficult as it's not an industry standard - this means that installers don't have easy ways to set read-only status, meaning we'd have to write a post-install script to do it, also meaning that we'd also have to make a pre-install script to remove read-only status so that the files could be overwritten with the updated files - both scripts would drastically increase install speed and complexity as there are hundreds of thousands of files.

Yup, easy peasy. If it's a single small file it's easy enough for one of us to email the file, or if it's a large file or a large group of files then we can point towards which installer it's in.
